Yu Zhiping (余治平), a member of the Party standing committee and a deputy mayor in Meishan, Sichuan province, who was removed from his post back in 2009 for taking bribes totaling 3.38 million yuan, is reported to have said in a written repentance (悔过书) that he had often told himself that “there are no fish when the water is clean.” This story was re-run by China’s Procuratorate Daily in February 2012, and was picked up by a number of Chinese websites.
