High property prices have been one of the popular quality of life, or minsheng (民生), issues focused on at this years “two meetings” of the National People’s Congress and Chinese People’s Political Consultative Congress. In recent months, local governments across China have tried to cool down the property market by introducing property taxes, but the measures have been largely ineffective.
